Quality management system JSC “Proton-Electrotex”

During the whole history of formation and development of JSC “Proton-Electrotex” the question of output goods quality was paid the greatest attention to. Our company strives to form the customers trust in our products and a feeling of satisfaction with their usage.

In view of this, our company developed and introduced the Quality management system answering the standard 9001 concept of International Organization for Standardization (ISO).

The Quality Management System of JSC “Proton-Electrotex” is the complex approach to production management organization governing all the aspects of the company life activity from production contracts negotiation to the delivery to the costumer. The quality management system provides correct work performance necessary and sufficient for achieving stable and high quality production level.

Quality production control is carried out on all production life-style stages including orders, contract consideration, design and development, design-engineering documentation, materials and components purchase, technological processes, testing, storage, delivery and technical assistance to the costumers.

The main principals of quality management

The development and functioning of quality management system is based on the following principles:

• the priority of the customer requirement of the quality assurance, in other words provision of the assurance in the fact that the customer demands will be satisfied during the enterprise operation;
• prevention of quality problems i. e. provision of the assurance in the fact that the problems are not discovered after their appearance but anticipated beforehand;
• complex solution of quality provision task, i. e. realization of interrelated technical-organizational activities aimed at provision of product, enterprise activity and resource management quality at every stage of product life cycle;
• following the provisions of normative documents specifying the technological process requirements;
• enterprise provision of all required resources
• distinct distribution of staff responsibility and powers throughout the processes influencing the provision of the enterprise operation quality;
• the top management personal liability for delivery quality, development, introduction and efficiency control of quality management system of JSC “Proton-Electronex”, for quality policymaking, organization and general control of delivery quality provision;
• responsibility, self-control and stimulation of the staff for the enterprise operation quality.

The quality management system preparation to the certification was carried out by the means of own forces of JSC “Proton-Electrotex ” without outside specialists engagement. This competitive growth - oriented project was initiated by the top-management of the enterprise and lasted 14 months. During this period quality division workers with the participation of the leading specialists of the enterprise were developing required procedures and drawing up the related documentation at the same time introducing product quality management process into obligatory daily practice. 

Relying on the obtained results and experience of quality management system the Top-management of JSC “Proton-Electrotex” determined the main aim in the sphere of quality namely customer satisfaction with the product – competitive power semiconductor devices of high quality.

The realization of the stated goal is carried out though the performance of the following tasks:

• the increase of produced products quality due to implementation of state-of-the-art technologies and more advanced equipment;
• provision of the customers with the qualified technical support;
• systematic personnel training and development;
• staff involvement into the quality management through the wage system perfection;
• fundamental analysis of the factors influencing the products quality.

Operation of the company in regard of quality is carried out under the direction of the General Director. Monitoring and control of the quality policy is conducted by the management representative in regard to the quality management system – Vice Director on Quality Management.

The main constituents of the product quality are the modern effective technological processes of production, incoming check of all the basic materials and spare parts applied, product control and test in the manufacturing process, just identification of traceability of every item.  

Quality management system satisfying the demands of international standard ISO 9001:2000 at first was certified by TUV CERT (Germany) in 2002. The certificate validity was confirmed in 2005 and 2008.

The effectiveness of quality management system is confirmed by the annual audit carried out by
TUV CERT specialists.

The compliance of quality management control of JSC “Proton-Electrotex” with standard ISO 9001 were confirmed by the foreign customers according to the results of supplier audit when conducting contracts.

Since 2002 the enterprise has Federal Agency ecological, manufacturing and nuclear inspection licenses to manufacture power semiconductor devices for nuclear power stations. JSC “Proton-Electrotex” has the product technical acceptance system of JSC All-Russian Production Association “Zarubezhatomenegrostroy”.

Since 2009 Product technical acceptance for JSC “Russian Railroads” (“RZHD”) has been carried out by the centre of technical audit – structural subdivision of JSC “RZHD”.

The work on the company product certification in regard of compliance with standard UL1557 is being carried out. Modules in A and D housing type of JSC “Proton-Electrotex” have the certificates of standard UL1557. 

In 2007 the ecological management system was created and certified on the compliance with the requirements of international standard ISO 14001:2004. The highest goal of ecological management system of JSC “Proton-Electrotex” is the minimization of negative influence on the environment, protection of personnel and citizens health.
